About OSHA's NRTL ProgramNationally Recognized Testing Laboratories, or NRTLs, are private third party organizations recognized by the Occupational Safety and Health Administration (OSHA) under Federal code 29 CFR 1910.7 to provide product safety testing and certification services for a wide range of products for use in the U.S. workplace. NRTLs are not government agencies; rather, they have been found to meet necessary OSHA qualifications to perform testing and certification services on products within their scope of recognition. To be "recognized" by OSHA, a laboratory must have capabilities as a product safety testing laboratory and be a product certification body. It must also meet the requirements of 29 CFR 1910.7, which essentially outlines requirements for capability, complete independence, control programs, and procedures for reporting and handling complaints. OSHA accepts products that are properly certified by an NRTL. By OSHA's definition, "properly certified" means:
